The experiment has had only a minor impact on the development of the region. Nor has the objective of increasing the regional council's role in regional development been fully implemented. The objective of the audit was to examine the implementation of the Kainuu regional self-government experiment and the impacts of the Kainuu development appropriation on the development of the Kainuu region. This document contains a summary of the main results of the audit. The entire audit report is available only in Finnish.
