Emissions trading

International climate policy has introduced new economic instruments, such as the Emissions Trading Scheme in the EU (EU ETS) and Flexible Mechanisms under the Kyoto protocol. In December 2012, National Audit Offices of Denmark, Finland, Latvia, Lithuania, Norway, Poland and Sweden finalized their co-operation on audits dealing with EU ETS as well as Clean Development Mechanism (CDM) and Joint Implementation (JI). National Audit Office of Finland contributed to the co-operation with an audit dealing with the functioning and effectiveness of Finland’s Kyoto mechanism purchases.
