Sami Yläoutinen has been the Auditor General of Finland and head of the National Audit Office of Finland (NAOF) since the beginning of 2022. The Auditor General is elected by Parliament for a term of six years.
Yläoutinen has previously held several positions at the Ministry of Finance, most recently as Director General of the Budget Department since 2019. From 2011 to 2014, he served as Technical Assistance Advisor at the International Monetary Fund (IMF). He holds a Doctor of Sciences degree in economics.
In 2005, Yläoutinen completed his doctoral dissertation on the development and functioning of fiscal frameworks in the Central and Eastern European countries. He has published a number of articles on fiscal policy and budgeting in international publications.
