The National Audit Office has audited the final central government accounts and the Government’s annual report for 2023. The aim of the audit was to examine whether the final central government accounts have been prepared in compliance with the regulations and whether the budget and budget provisions have been followed. In addition, the National Audit Office also examined whether the Government reports on the state of central and general government finances and on the operational performance in its annual report as required by law.

In addition, the National Audit Office also examined whether the Government’s annual report contains the review of the state of central government and general government finances and of the achievement of the Government’s social effectiveness goals required under law.

The National Audit Office submits an annual activity report to Parliament each year by the end of September on the basis of section 6 of the Act on the National Audit Office (676/2000). It can also submit separate reports to Parliament as needed. According to established practice a separate report on the audit of the final central government accounts and the Report on the Final Central Government Accounts is submitted to Parliament each year in the spring.

The National Audit Office has audited the final central government accounts contained in the Government’s annual report for 2016 on the management of central government finances and compliance with the state budget submitted to Parliament and the descriptions of central government finances, national financial administration and operational performance for the budget year 2016 as the report referred to in section 46 of the Constitution of Finland and submits this separate audit report to Parliament under section 6 of the Act on the National Audit Office (676/2000).

The final central government accounts for 2015 have been prepared in accordance with all relevant provisions. There have been continuous improvements in the manner in which societal effectiveness information is presented, but the main problem concerning the reporting remains the same.

The assessment in the Government’s Annual Report for 2013 that in fiscal year 2013 spending fell below the limits set would appear to be correct.
