The political parties, their district and women's organisations, and the entities affiliated to political parties comply reasonably well with the funding regulations. However, statutory disclosures have not been filed on all contributions received by the organisations. Retroactive disclosures were filed during the audits, which has improved the transparency of political party funding.
Each year, the National Audit Office of Finland (NAOF) audits political party funding and the government grants awarded to political parties, i.e. party subsidies. In 2022, the NAOF audited the funding of political parties, their district and women’s organisations, and the entities affiliated to political parties. The NAOF conducted a total of 56 audits. The National Audit Office also oversaw party subsidies by examining the agreement and accounting procedures related to the government grants.
As a rule, the political parties, their district and women’s organisations, and the affiliated entities comply well with the funding regulations. Contributions totalling approximately EUR 4 million were reported for 2022. The overseen entities can also file up-to-date disclosures on financial support received in earlier years, and during the audits of 2022, the up-to-date disclosures were supplemented by more than EUR 150,000.
The report states that, as a rule, the overseen entities have kept their accounts appropriately.
The audits of political party funding will continue in autumn 2023. The NAOF will further shorten the audit interval in order to improve the transparency of funding information and to keep it up to date.
