The audit revealed that when the programme began in 2003, im-proving productivity genuinely appeared to be the primary objec-tive, but since the Government's spending limits decision in 2005, the primary objective appears to have become reducing central gov-ernment personnel. The objective of the audit was to examine the preconditions for the programme's effectiveness and to form a basis for a subsequent audit concerning the programme's impacts.
