Accumulation of discretionary government grants

The objective of the audit is to ensure that accumulation of discretionary government grants to the same operators has not led to funding in breach of statutes or financing of overlapping expenses. The audit will also establish if the government grant authority has, when disbursing grants, appropriately examined the other public support received by the grant applicant as well as the applicant’s reliability. Government grants are an important expenditure item in central government finances. It is estimated that discretionary government grants amount to EUR 3–4 billion each year.

Valtionavustukset ovat valtiontalouden kannalta merkittävä menoerä. Harkinnanvaraisia valtionavustuksia myönnetään vuosittain arviolta 3–4 miljardia euroa.
