Complementarity in development cooperation

The managing and steering of development cooperation by the Ministry for Foreign Affairs has not been in line with the agreed principles in all respects. Shortcomings were observed in several policy papers and guidelines concerning development cooperation that were issued by the ministry. This audit examined how the principles in the Paris Declaration, particularly complementarity, are applied in Finland’s development policy and development cooperation.
