Effectiveness of the wellbeing services counties’ coefficient for promoting wellbeing and health

The audit will assess if the coefficient for promoting wellbeing and health (‘HYTE coefficient’) is an effective steering and incentive mechanism; if the data on the indicators of the coefficient are reliable and comparable; and if the indicators are visible in the wellbeing services counties’ practical work. In the wellbeing services counties’ funding system, the HYTE coefficient is used as the basis for allocating the notional financing contribution for promoting well-being and health to the counties. The purpose of the coefficient is to encourage the wellbeing services counties to take preventive measures. It also aims to curb cost increases.
