Promoting building renovation

The objective of the audit is to examine how renovation projects for state-subsidised housing production (apartments constructed with state-subsidised ARAVA loans or interest subsidy loans) are financed and implemented, how project risks are managed and to what extent the policy objectives set for building renovation have been achieved.

A large share of the buildings constructed in the 1980s and 1990s are now due for major renovation, which increases their repair needs and repair backlog. The problems are particularly pronounced in areas with declining populations, and they must be managed to prevent the insolvency of operators from giving rise to state guarantee liabilities or other financial liabilities for the state.
