Report on the oversight of election campaign funding in the 2025 county elections
All the 5,209 county council members and alternate members elected in the 2025 county elections have filed the statutory election funding disclosure with the National Audit Office of Finland (NAOF).

The NAOF oversaw
- that all those subject to the disclosure obligation file an election funding disclosure.
- that the election funding disclosures provide accurate and complete information
- that the election funding disclosures are filed within the prescribed time.
Key findings
- All county council members and alternate members have filed the election funding disclosure required under the Act on a Candidate’s Election Funding.
- 88% filed the election funding disclosure by the prescribed time.
- The average election campaign amounted to EUR 1,261.
- The average campaign costs increased compared with the 2022 county elections, when the average election campaign was EUR 1,684.
In brief
Based on the election funding disclosures, the total election funding of those subject to the disclosure obligation amounted to EUR 6.6 million. Of the total funding, outside contributions constituted 39%, i.e. EUR 2.6 million. 54% of the donors of external contributions had been named in the election funding disclosures.
Slightly more than half of the donors of external contributions had been named in the election funding disclosures.
The National Audit Office had to send a reminder to 607 persons subject to the disclosure obligation to file the election funding disclosure and a second reminder to 155 persons subject to the disclosure obligation. In the end, 23 persons subject to the disclosure obligation were also sent a request for comments, which is served prior to the imposition of a penalty payment. The remaining persons subject to the disclosure obligation submitted their election funding disclosure to the NAOF by the expiry of the time limit for the hearing stage on 1 October 2025.
After examining the disclosures and the additional information and additions provided by those subject to the disclosure obligation, the NAOF is not aware of any matters on the basis of which it would have any reason to doubt the accuracy of the disclosures received.
