Processing of complaints
The National Audit Office of Finland (NAOF) processes complaints submitted by citizens or other actors concerning the legality of the state’s financial management.
Complaints about the actions of an authority can be submitted to the NAOF if the matter concerns the legality of the state’s financial management. A complaint may concern, for example, compliance with the budget or misuse of government grants.
The NAOF examines the complaint and decides on the necessary investigative measures. If there is reason to suspect that the authority concerned has acted unlawfully or neglected its duties, the NAOF investigates the matters raised in the complaint. Once the NAOF has investigated the matter adequately, it will hear the authority concerned.
After the investigation, the NAOF issues its decision on the matter. If necessary, the NAOF can also decide to conduct a separate audit on account of the complaint or take other corresponding measures.
